Federal report favorable on Cape Wind

A proposed wind farm in Nantucket Sound would have mostly “negligible” or “minor” impacts on wildlife, navigation and tourism, a long-awaited draft review by the federal government says.

In a copy of the executive summary obtained by the Globe this morning, the Minerals Management Service summarizes the impacts of the controversial 130-turbine project. The federal agency’s approval is the key remaining hurdle for Cape Wind Associates, the developers who hope to build the nation’s first offshore wind park.

The project was first proposed in 2001 and has been plagued with disputes and lawsuits since then, as opponents charge that the wind farm would kill birds, hurt tourism and destroy the aesthetics of a cherished landscape.
