College unions file complaint against state

BOSTON—Eleven unions representing nearly 10,000 faculty and staff at state universities and colleges have filed an unfair labor practices complaint against the state Board of Higher Education and the University of Massachusetts board of trustees.

The unions claim that the state and UMass board are violating state law by refusing to submit salary proposals after several months of negotiations.

Contract talks for most of the unions began in January, and most contracts expired on June 30. The unions are seeking a 4 percent annual cost of living increase.

A spokeswoman for the higher education board says it needs financial guidelines from the governor's office before it can enter salary negotiations. The governor's office says those parameters should come in the next two to three weeks.
