GLOUCESTER - Fire Chief Barry McKay announced plans to retire yesterday after Mayor Carolyn Kirk released an independent report that was critical of the Gloucester Fire Department's response to a 2007 downtown blaze that killed a man and destroyed an apartment building and a synagogue.
