Tears streamed down William P. Monahan's face yesterday as he testified he was forced out of his job as state civil service commissioner by Governor Mitt Romney in 2003 because of embarrassing publicity about a real estate purchase he had made decades earlier from one of Boston's most notorious mobsters.
