BOSTON—A judge has heard arguments on whether the mothers of two women allegedly killed by FBI informants James "Whitey" Bulger and Stephen "The Rifleman" Flemmi are entitled to collect money damages for loss of emotional support.

U.S. District Judge William Young ruled earlier that the government is liable for the slayings of Debra Davis, Deborah Hussey and Louis Litif because of the FBI's mishandling of Bulger and Flemmi, gangsters and informants. But he ruled that the mothers were not entitled to compensation for "loss of consortium" because Davis and Hussey were adults when they were killed.

Young reconsidered his decision and held a hearing Thursday.

A lawyer for Debra Davis' family told Young that she bought her mother's food, did her laundry and made sure she took her medication.

Young did not immediately rule.
