Brown, Kerry on opposite sides of emissions vote

BOSTON—Massachusetts Republican Sen. Scott Brown was among those backing an unsuccessful U.S. Senate resolution to block the Environmental Protection Agency from regulating greenhouse gases from automobiles and industrial facilities.

Massachusetts Sen. John Kerry, a Democrat, delivered a floor speech opposing the resolution, saying the EPA's regulation could help reduce dependence on foreign oil. The resolution was voted down on Thursday.

Brown said he was supporting the proposal by Alaska Republican Sen. Lisa Murkowski to undo a finding that allowed the federal environmental agency to regulate the gases. He said he disagreed that giving the EPA that authority will help solve the country's energy problems.

The White House had threatened a veto.
