Mayor James M. Ruberto of Pittsfield and former Boston Red Sox general manager Daniel Duquette violated state conflict-of-interest laws in the exchange of World Series tickets in 2004 before a deal that brought a Duquette-owned baseball team to Pittsfield, the State Ethics Commission said yesterday.
