Terry Kennedy a lawyer from Lynnfield has emerged as the apparent winner of Tuesday’s Democratic primary for the Governor’s Council seat that Michael Callahan is vacating. Kennedy held an 86-vote edge over Winchester’s Suzanne English-Merullo, who was polling ahead of Kennedy on Wednesday before the full vote count was available.
