The claim: As he often does on the campaign trail, Republican Charles D. Baker last night accused independent candidate Timothy P. Cahill, the state treasurer, of being party to the tax increases Governor Deval Patrick has signed during his first term. Cahill fought back by saying that Baker was “lying about my record’’ in ads.
