Rigged probation officer job interviews

The “Personnel Policies and Procedures Manual” for all trial court employees, including probation, says that “the objective of the hiring process is to select the most qualified individuals” and that “the practice or appearance of nepotism or favoritism in the hiring process is to be avoided.” However, a report by special counsel Paul F. Ware alleges Commissioner John J. O'Brien rigged the interview and hiring procedures for personal and political gain.
