BOSTON—The number of English Language Learners also identified as having a learning disability has more than doubled in the last decade in Massachusetts.

That's according to a special report scheduled to be released Wednesday by the Gastón Institute at the University of Massachusetts in Boston. The study shows an increase of more than 100 percent of those students from 2001-02 to 2010-11.

Lesley University Prof. Maria de Lourdes Serpa, who authored the report, is expected to give an overview of the report at UMass-Boston and discuss the state's current policies related to English Language Learners who also have learning disabilities.

Officials believe that some students are placed into special education programs instead of English Language Learners because of lack of services.
