Stephen J. Murphy is running to be reelected for the eighth time for his at-large seat on the Boston City Council. But this year, the dynamics are unpredictable because Michael F. Flaherty, a well-known former City Council president, is running to win back an at-large seat. Murphy must guard against voter apathy - and voter fatigue - after his unsuccessful bid for state treasurer last fall.
