State road crews will repave the center lane in each direction on Route 3 starting this week, responding to the concerns of motorists. But those drivers worried about conditions on Route 128 will have to wait longer. The state plans to advertise next year for an estimated $14 million project to fully rehabilitate a 4 1/2 mile stretch of 128/Interstate 95 in the Lynnfield-Wakefield area. In both cases, the issues stem from previously reported problems with the state’s switch in the 1980s to what’s known as popcorn asphalt
