Dump owner charged with animal cruelty

A Northborough man has been indicted on environmental and animal cruelty charges for operating an illegal dumping site where he disposed of materials that included manure and severed animal heads, authorities said. Santo Anza, Jr., 51, is facing charges of violating the Massachusetts Clean Air Act, the Massachusetts Solid Waste Act, and animal cruelty laws, the state attorney general’s office said yesterday in a statement.
