Steven Davis is the brother of Debra Davis, who prosecutors allege was strangled by James "Whitey" Bulger in 1981. He was a fixture at Bulger's federal trial, where Stephen "The Rifleman" Flemmi implicated the notorious Boston gangster in his sister's death. Flemmi, who dated Debra Davis, was Bulger's partner in his criminal enterprise.

Flemmi's girlfriend was 26 when she disappeared on Sept. 17, 1981, after planning to leave him for another man. Bulger told investigators that Flemmi strangled Davis inside his mothers house, according to sources familiar with the investigation.
When Flemmi testified in Bulgers trial, he said Bulger strangled Davis to death.
