
O'Neil owed his seat on the Boston City Council to fellow antibusing activist Louise Day Hicks, filling the seat on the old nine-member council when Hicks left to take a seat in Congress in 1971. She was ousted by Joe Moakley after one term and regained a seat on the council, where she is shown with O'Neil during a 1975 council hearing about school desegregation.
