Kirwan made her mark as a budget analyst in the administration of former Republican Governor William F. Weld. Since 1999, she was the director of administration and finance and secretary-treasurer of the Massachusetts Port Authority. Her career began at the Massachusetts Department of Revenue, becoming deputy commissioner for the Division of Local Services in 1991. Kirwan is the first woman to serve as the state’s top budget aide.
