In the 1980s, Rommel Jones was a thief battling drug addiction and mental illness. After intermittent prison sentences through May 2005, he thought his jail time was up. In fact, it had been up for years. In what prison officials now acknowledge is one of the state's "most egregious'' cases of false imprisonment, Jones was held until last July -- more than four years beyond his rightful sentence.
