Task force nabs federal, state fugitives

CONCORD, N.H. --Authorities used cell-phone tracking to capture a pair of fugitives at an Epsom campground who were wanted on charges in Pennsylvania, police said Wednesday.

Howard Kelly, who was wanted by the U.S. Marshals Service on an escape charge for failing to report to a federal halfway house, and Paula Belknap, who was sought on state fraud and forgery charges in Pennsylvania, were arrested Tuesday afternoon at the Circle 9 Ranch and Family Campground.

Kelly, 55, denied his identity, and was using an alias of Ross A. Milburn, the Marshals Service said. He had several fake IDs indicating he was an attorney and law professor with a Post Office box in Somersworth. He also said that Belknap was his wife, Donna McCall. She said she was 65, but the date of birth she gave to police showed she was 67.

"We're concerned that there may other fraudulent schemes to take assets from people and we're worried about that," U.S. Marshal Stephen Monier said.

Kelly is being held at the Strafford County Jail pending a hearing in federal court. Belknap was arraigned Wednesday and was held on $30,000 bail. She is at the Merrimack County Jail pending a hearing as a fugitive from justice from Pennsylvania.

Authorities used cell phone tracking to find the couple, said Wayne Preve, Epsom police chief. The calls were routed to a tower off of Route 4 in Epsom, he said.
