N.H. Senate passes bill, E-ZPass fines paid at registration

CONCORD, N.H.—After a New Hampshire man was thrown in jail for allegedly failing to pay an E-ZPass toll, the Legislature has approved changes it hopes will make the system more friendly.

The Senate has joined the House in approving a plan to require drivers to pay E-ZPass violations when they register their vehicles. Under the current plan, the state has been suspending licenses, and drivers have been arrested, even some who have cleared up unpaid tolls and fines.

Eric Kinkopf of Wolfeboro inspired the bill. He was arrested in January and thrown into jail for allegedly failing to pay a 75-cent toll. The state later announced he had already paid the toll. His arrest was the result of a data entry error.

Drivers who don't pay E-ZPass tolls are automatically fined $25. If the fine is not paid within 30 days, it goes up to $50.

The governor is expected to sign it into law.
