N.H. man offers to pay town for right to comb through trash

OSSIPEE, N.H.—An Effingham man wants to pay the town of Ossipee for the right to comb through the dump for tin cans and other recyclables.

Donald Flanders proposes paying the town up to $1,000 a year for the right to search through containers three or four days a week in search of glass and other items that he would then recycle at a facility in Northwood. The retired mechanic says he doesn't know if he'd make money off the idea but it's a way to keep busy.

Selectmen are considering the proposal but say they're worried about liability. Flanders says he would buy insurance to release the town of any liability.
