2nd city sues over NH House redistricting plan
CONCORD, N.H.—The city of Concord is the second one in New Hampshire to sue the state over a legislative plan to redraw districts.
Concord says in its lawsuit that the House plan has unconstitutionally deprived Ward 5 of its own representative.
The city joins Manchester, which sued the state Monday to block the plan from taking place. Manchester said it is entitled to more representatives than it would get under the plan.
Democratic Gov. John Lynch vetoed the plan, but the Republican-controlled House and Senate overrode the veto.
The Concord Monitor reports (http://bit.ly/JyE2Ol) the plan puts Ward 5 into a three-seat district with Hopkinton. Lawmakers said the move was necessary to ensure each House member represents as close to the same number of people as possible.
