In a letter to state Democrats, Frank lauded Galvin's work in mobilizing fellow state securities regulators against a Republican effort in Congress to cut their regulatory powers and described him as "a very effective and progressive force in the area of election reform." "I do not think that any other official in the country has been a stauncher and more effective supporter of the rights of the average citizen with regard to investments in financial institutions than Bill Galvin," Frank said. Frank, a Newton Democrat, has known Galvin since they served together in the state House of Representatives and has worked closely with Galvin in the three and a half years since Frank became the senior Democrat on the US House Financial Services Committee, he said.
