PROVIDENCE, R.I.—Charter schools in Rhode Island are proving to be a popular alternative to traditional public education.

The Providence Journal reports that nine of the state's 11 charter schools get so many applicants that they have to conduct lotteries each spring to fill a few slots.

According to the Rhode Island League of Charter Schools, there were 2,500 applications for 400 spots last spring. Applications for the coming school year are expected to follow a similar pattern.

Lawmakers imposed a moratorium on new charter schools in 2004. But advocates say the moratorium should be lifted because the popularity of charter schools shows the need for more.

Charter schools often create specialized programs. They receive public money but remain independent from local school boards.
