Police experts testify in trial of smoke shop suit

PROVIDENCE, R.I.—A former Connecticut police officer has testified that a Rhode Island state trooper used excessive force when he broke the ankle of a Narragansett Indian tribe member during a raid on a tribal smoke shop five years ago.

But another police expert testified Thursday that Trooper Kenneth Jones acted reasonably, especially because he says tribe member Adam Jennings was aggressively resisting arrest.

Jennings has sued Jones over the July 14, 2003 raid on the Charlestown shop, which was not collecting state taxes on its cigarettes. A retrial of the federal civil rights lawsuit began earlier this week.

Reginald Allard Jr., a former Connecticut police officer, and Lt. Darren Delaney, an instructor at the Rhode Island state police training academy, testified Thursday.
