Unions go to court to stop health care plan

PROVIDENCE, R.I.—Unionized state workers have gone to court to stop Gov. Don Carcieri's plan to impose higher health insurance costs on state employees.

Council 94 of the American Federation of State, County and Municipal Employees on Monday asked a Superior Court judge to issue a temporary restraining order blocking Carcieri from implementing the plan.

A hearing is scheduled for Wednesday.

The union argues that Carcieri is bound by the terms of the contract that expired June 30, until a new contract is reached. The workers rejected a contract proposal last month.

A Carcieri spokeswoman says lawyers are researching whether a response to the union's arguments is required before the hearing.

Carcieri says the higher payments are needed to help balance the state budget.
