PROVIDENCE, R.I.—Rhode Island Gov. Don Carcieri (kuh-CHEER'-ee) is warning of the possibility of flooding on the highways and in urban areas as Hurricane Earl pases offshore.
Carcieri says the heaviest rain and wind is expected Friday evening. He says that could create flooding on Interstate 95 and other roads when it's dark, so he asking people to stay off the roads, particularly the highways, Friday evening.
The governor says he expects the state to miss the worst of it.
Carcieri declared a state of emergency Thursday as a precaution.
Earl was downgraded to a Category One storm earlier Friday.![]()
