Foster parent charged with sexual assault

WHITE RIVER JUNCTION, Vt. --A Bethel man has been charged with sexually assaulting his adopted daughter.

Frank C. Taplin, 58, was held in lieu of $40,000 bail after being arraigned on charges of aggravated sexual assault and lewd and lascivious conduct with a child Friday. The alleged victim was 13, police said.

If released, Taplin, who is also a foster parent, must have no contact with the alleged victim or any minors.
