MONTPELIER, Vt.—A new report is giving Vermont's congressional delegation high marks for its voting record on poverty issues.
U.S. Senator Bernie Sanders and Representative Peter Welch each got an A+ and Senator Patrick Leahy received an A, according to the report from the Sargent Shriver National Center on Poverty Law.
Vermont is among just four states -- including Hawaii, Massachusetts and Rhode Island -- whose delegation received all As.
But most of the proposals did not get enough votes to pass in the Senate, where supporters facing a threat of a Republican filibuster instead voted to end the debate.
Sanders says a lot of the votes were not yes or no on the specific bill. He says they were yes or not to end a filibuster.
