ROCKINGHAM, Vt.—A draft state report says the Windham Northeast Supervisory Union may have not properly accounted for more than $1 million in federal special education funds.

The Department of Education's final audit of the 2004-05 school year spending is expected to be less than the approximately $1.6 million discrepancy initially discovered by auditors.

Superintendent Johanna Harpster says administrators are going through old records to reconcile the differences. She says some problem areas have been found.

Harpster says she expects most of the money will be accounted for.
