MONTPELIER, Vt.—The Vermont Department of Labor says the state's unemployment rate was unchanged in May at 4.6 percent, the fourth lowest rate in the country.

The May rate compared with a rate of 5.6 percent in May of 2011.

Unemployment in Vermont's 17 labor markets ranged from 2.8 percent in Hartford to 6.5 percent in Newport.

Labor Commissioner Annie Noonan it's encouraging to see the increase in jobs, but the trend will become clearer in the next few months.

Noonan says state officials will be reaching out to employers to discuss their hiring needs.

She says the effects of the recent recession have changed Vermonters' decisions about work, whether it's retirement or education plans.
