Some, such as restaurateur Charles Sarkis and greyhound track owner George Carney, are homegrown. Then there are the Indian tribes, with their special status to open casinos, whose names - Wampanoag, Narragansett, Pequot, Mohegan - deeply resonate here. Casino moguls with properties in Las Vegas, China, and the United Arab Emirates, among other locales, have shown interest.
