WASHINGTON -- A constitutional amendment banning gay marriage, an issue some Republican strategists had hoped would fuel an election-year values clash between the two parties, is expected to die on the Senate floor today after a failed effort by conservatives to persuade even their own party to go along with the politically explosive idea.
