WASHINGTON -- The chairman of the Senate Intelligence Committee yesterday proposed a sweeping overhaul of US intelligence agencies that would break up the CIA and the Pentagon's vast spy bureaucracy, split off the FBI's intelligence mission, and centralize control of most of the functions of the executive branch's distinct espionage, counterterrorism, and intelligence analysis organizations.
