Obama plans to tap rival; markets soar on news of Treasury pick
WASHINGTON - President-elect Barack Obama is all but certain to appoint former rival Hillary Clinton to be his secretary of state, an Obama aide confirmed yesterday, and will reportedly name Timothy F.
