WILMINGTON, Del. - Vice President-elect Joseph Biden donated time Christmas Eve to the people of Delaware, serving meals to the homeless at a soup kitchen.

Biden and his wife, Jill, donned aprons to serve meatloaf to a few hundred people at the Emmanuel Dining Room, operated by a Roman Catholic charity.

The head of the charity said his guests were among the first to be hit by the economic downturn.

Biden said the long lines highlight the need for an economic stimulus package.

He said a stimulus bill should be the first order of business for the new Congress. Biden said the administration's goal is to create 3 million jobs in two years.

The vice president-elect has been a Delaware senator for 35 years.
