President Obama and top Democrats appeared to be inching closer yesterday to achieving a monumental political victory when the House votes today on a sweeping health care bill, displaying nervous but increasing confidence as they attempt to overcome bitter opposition and muscle through the biggest medical coverage expansion since Medicare was passed in the 1960s.
