Unlike the House bill, which would apply a 49 percent tax on a proposed slot machine parlor, the Senate bill would apply a 55-percent tax. The Senate bill would also allow the entire city of Springfield to vote on a proposed casino. In Worcester, it would be up to the City Council to decide whether to allow the entire city to vote or to restrict a vote to the particular neighborhood or ward where a casino proposes to locate.
