Many years ago the AP English test included Governor Adlai E. Stevenson’s veto of the Illinois Senate Bill No. 93, “An Act to Provide Protection to Insectivorous Birds by Restraining Cats,” as an example of rhetorical excellence, writes Keith Dodge. I think Stevenson’s words are still pertinent.
