WASHINGTON -- Military authorities yesterday replaced the junior general investigating allegations of prisoner abuse at the US Navy base in Guantanamo Bay, Cuba, with a higher-ranking general so top officers in charge of the terrorist prison camp can be questioned about their roles at the time the alleged mistreatment occurred.
