WASHINGTON -- As a candidate for Dallas City Council in 1989, Supreme Court nominee Harriet E. Miers promised to work on behalf of antiabortion causes and to help ratify a constitutional amendment banning abortion, according to documents provided to the Senate yesterday by the Bush administration.
