WASHINGTON -- Senator Hillary Rodham Clinton , under fire from antiwar activists and confronting a charismatic antiwar rival for the Democratic presidential nomination, yesterday sharply increased her criticism of President Bush's war policies, calling for a congressionally mandated cap on the number of troops in Iraq and an increase in forces in Afghanistan.
