After the Afghan invasion, Bush saw the need for a broader policy to fight global terrorism.

This was Bush's defining moment and he believes putting pressure on rogue nations is partly responsible for avoiding another terrorist attack in America. However, others believe he squandered an opportunity to bring the world together to fight terrorism.
