Smith voted against the administration on March 15, supporting instead a Democratic-led effort to establish a timetable for withdrawal in Iraq. Smith, who faces a tough re-election bid, has been one of his party's most vocal critics of Bush's troop surge.

"This is the president's Hail Mary pass," Smith said on Jan. 10. "We are extending an ineffective tactic to further the status quo."
