What does the wrangling over the war funding bill mean to the troops?

Representative John P. Murtha (D-Pa.), the chairman of the subcommittee that oversees defense spending, said one option is for the Democrats to approve funding for a limited period of time.

"Fund it for two months instead of a year, and then look at it again," Murtha said.
