Acting as a conscience on behalf of the youngest and poorest, Dr. Joel J. Alpert told the American Academy of Pediatrics in 1999 that the lack of health care for the country’s most vulnerable citizens was nothing short of an embarrassment.

“I find it unconscionable that we are the only nation in the developed world that fails to provide health insurance for all of its children,” he said at an organization meeting as the outgoing president.

Dr. Alpert, chairman emeritus of pediatrics at the Boston University School of Medicine and a former assistant dean of student affairs, died Dec. 31 in hospice care not far from his Palm Beach Gardens, Fla., home. He was 83 and also lived in Wayland and in East Parsonsfield, Maine.
