Article II failed 229 to 205. Voting ''yes'' were 200 Republicans and 5 Democrats. Voting ''no'' were 28 Republicans, 200 Democrats and one independent. Article II charged that Clinton ''willfully provided perjurious, false and misleading testimony'' in his deposition testimony in the Paula Jones sexual harassment lawsuit.
