Text of Robert Matsui's speech

Mr. Chairman, at this time, it is my pleasure to help present the Rules Committee Report.

The Procedural Rules of our convention are based on precedents established by generations of conventions, and three decades of commitment to being an inclusive and open party that reflect the spirit of our party and America.

When the Rules Committee met in Boston on Sunday, it reviewed the Convention agenda and the Procedural Rules. Those items are contained in the Rules Committee section of the Standing Committee Reports booklet distributed to delegates.

The Committee adopted one technical change to the Convention's Procedural Rules as printed. The change makes the timing of the acceptance of the presidential nomination occur following the conclusion of the acceptance speech which is consistent with prior Conventions and the timing of the acceptance of the vice presidential nomination.

The Agenda and Rules are unanimously recommended by the Rules Committee, united in our support for John Kerry and John Edwards.

It is an honor to serve on the rules committee. In putting together our report, and nominating our permanent officers, what we are really doing is putting in place a foundation upon which we can build a convention that reflects our party, our candidates, and our vision.

It is now my pleasure to the man who will announce our officer nominations. From public housing to the halls of power-he has lived the American dream, and in all of his work, he has sought to open the doors of opportunity to others.
