EMISSIONSOn Jan. 26, Obama ordered federal regulators to reconsider a petition by Massachusetts, 13 other states, and the District of Columbia to set stricter auto emissions rules than the federal government. The Bush administration had previously blocked the states' request. Obama also told the Transportation Department to begin crafting stricter nationwide regulations based on a 2007 law the Bush administration never adopted.
