SEATTLE -- Senator John F. Kerry yesterday outlined the foreign policy approach he would use if elected president, saying it is crucial the United States rebuild international alliances to combat terrorism and curb the spread of nuclear and biological weapons and accusing the Bush administration of undermining American leadership with a bullying, go-it-alone approach to national security.
